New Ballast needed?

Okay i have a used lighting system it worked when i got it then one of the tubes went dark 48" 1200mm thought it was the bulb but turns out new bulb doesn't work either. i have two halides and two florescents. i figure it is a ballast issue but electric is not my best suit. can sombody tell me the route togo on this

Ok it would help to know what lighting it it you have, like as in retro, fixture etc?
Also what name brand ballast is it & model?

i believe it is fixture. it has the two flourescent running parallel and the two halide running in the center. there is no brand or model. i opened one case where two little ballests sit. then there is the halide ballasts.
