outboard tiller questions?

Got a johnson boat motor.
Dang thing is like stuck in trolling mode or something. Won't rev up all the way.
Do I need to buy a new tiller that is geared diff?
Plz any help is appreciated.
Friends and fam r no help lol so ill talk it over and hopefully tackle this.
