You could always set it so that the winner couldnt enter the next contest. Providing more chances for other contestants to win.

We are all for sharing pictures, but typically a photo contest will ultimately always single out a very narrow bunch of people. Not to say that all the photos aren't great to view, but some as you are likely aware, some people just have that knack of photography to get that extra breathtaking photo (including the equipment to do such a thing). Therefore we prefer a venue of sharing photos much more.

Instead of a monthly photo contest, how about a thread like this:

Maybe a sticky type, where everyone who wishes is welcome to post 5 of their best pics each month. This way, the perpetual "winners" would not flood out everyone else, but we would still be able to see their shots (if we wish). Self policing/honor system, with a brief post at the beginning of each month to remind of the rules. This may also discourage those who repeatedly post on their own threads to bump it up, garner replies and feed their egos.

I would hazard a guess that it would prompt more folks to both contribute and view a greater number of pics.
