Phytoplankton Culturing

does anyone live on the eastside have any phytoplankton culturing system, that i could buy some phytoplankton from to start my own?

Feeding softies. With my experience, the ones in the bottles comes with Phosphate (especially Kent).

The "Live" packaged phytoplankton should be good, right? There would be less dead, decaying matter, thus less phosphates in the water?
