these are growing out of a piece of rock and i do not know what they are

Have you noticed them move at all...not move from water flow, but actually move to a different location over night or anything? If so, they're most definitely Majano Anemones, which are a pest anemone. From the picture, I can't say that they definitely look like Majano, but they could be.
 
Yes, normally the same treatment, though Majanos may need a couple or 3 treatments...lol. I've recently used a newer product, AiptasiaX, on Majanos. It works great!!! Majanos can also be more easily removed manually, if you can get to them. They usually aren't hidden in holes, where their foot is buried, like an aiptasia. They're more likely to be attached out in the open and easily release their hold when irritated. Then you can just scoop them out. I've used a butter knife to "pop" them off before and it works quite well.
 
I am wondering if by chance the skeletal remains behind it were of a flower pot , or Goniopora sp. The reason I ask is becuase they resemble the polyps of this particular type of coral and with the skeltal structure in the background resembling a goniopora could it be possible that it is trying to make a return. Though they do not look like Mejano's ( I know because I am battling about 1,000,000 of them right now)
