Return pump flow rate

I will soon be setting up a 75g tank with 40g sump. Is there a limit on how much flow should be run through it. I seem to recall reading somewhere that flow through the sump and the flow rate of the skimmer should be close to the same, is this true?
 
I'm not sure about the skimmer part but i always that you want to turn over your tanks volume at least 4-6 times per hour. So if you have a 75 gallon tank then you want a pump that can turn at least 300gph.

But if you include the sump then you will need a pump that pushes out at least 500gph.

I couldn't say either, but on my current setup my sump has 750gph of flow through it and my skimmer is running off of a mag5 and everything seems fine:)
