As you can see it's pretty much a goner. It's encrusted on the rock. How without bone cutters can I remove it without damaging the encrusted part?

Hello,
If you have a pair of needle nose pliers you can grab it just above the base and rotate your wrist slightly. It should break off where the pliers tip contacts the coral.

Agree with the above. Also, don't toss it. Lay it in the sand bed, healthy side up. (unless you can stand it in the sand) See if it will try to come back.
 
I'm surprised all the time by the things that make their way back from the edge of the cliff... and by some of the ones that were no where near the cliff, but still manage to go over. LOL
No idea if it will work, but there is little harm in trying.
