I have 4 bulbs, plannin on just buyin new ones once i get a softie so i dont have to guess if the old bulbs are...old. I was thinkin 2 daylight 2 actinic (staggered) was wonderin if that is good, or should i use a 50/50

That's the way that I would run them if VHO's are your only lights. If you are also running 10K MH's then you could run another actinic bulb to add some more blue if you'd like. But the tank will be plenty blue with half of the bulbs being actinic if all you're running is VHO's IMO. Then again a lot of this has to do with personal preference.
 
I am running 4 48" VHO's in my tank. 2 actinic and 2 daylight, staggered.

Personally, I would replace the bulbs if you don't know how old they are. I had old bulbs in mine when I got it and after replacing the bulbs, I noticed a huge difference. This way you will always know how old the bulbs are. You can always replace the daylight bulbs first, and a few months later, replace the actinics. Less stress on the wallet that way.
