The distinction comes when you differentiate "cycled" and "mature." While a cycled tank will have decreased the swings involved with the nitrogen cycle, the mature tank will have done so even more. The mature tank will also be better stocked with microfauna and filter feeders, and all those tiny things that actually create the complete closed eco-system.
While a new tank cycle should be done within roughly 6 weeks, you should be waiting at least a year before adding an anemone, for example. Again, maturation versus cycled.
