There are a few I am eying for around $500
The only thing is a person would have to goto school to understand all the technical stuff.

shutter speed, duration, time whatever....
33 55 110MM lenses???? come on now..

You buy one think its good. Learn more buy another skimmer. All by trial and error!

Actually far worse than a skimmer purchase. You are diving into DSLR hobby that comes with a learning curve. If you really don't want to invest much time then a P&S is the ticket. But if you are willing to learn photography the DSLR is the only way to go. You may not want the 'kit' lens that many DSLR bodies come with such as the 18-55mm. These are usually the cheapest lens the manufacturer makes and are good for snap shots but not macro, portrait, action, etc. You can buy bodies only and save the $60 or so towards the macro lens. One thing about lenses is you get what you pay for. Good 'Glass' is expensive.
 
One other thing to consider is how close will you be to the subject, in an aquarium setting often the subjects are not close enough to require a specialized macro, just depends on your situation....
