Observation. The test matrix was such that if there was any visual indication of success, then the next stage would be quantitative.

Neither.

Garlic is not a magic bullet (though I wish it was); but it's not worthless, either. It does excite the fish (sometimes) and in that state, they may eat (though rarely); it is a weak anti-microbial agent (when freshly made); it doesn't cure anything so far as has been proven.
