i was going to buy a few buckets of sand from a guy. its been sitting in the bucket for 4 weeks now. he said when he broke the tank down the fish had some white spots. you think it would be ok now?

For the money, I would not chance it, there are all kinds of nasties in old sand, it just isnt worth risk, but to answer your questions, 8-10 weeks without a host.

if you do get the sand, I would rinse it about 5 or 6 times in RODI water to get all the detritus and anything else (pests) out of it. Then let it dry for a couple weeks then rinse it again before you put it in the tank. Any sand you get, even new, you are going to want to rinse it before adding it to your tank.

"one strain of Cryptocaryon (trophonts, i.e. the feeding stage during which the parasite can be found on the fish, and tomonts) survived dormant for 4–5 months at 12°C (53.6°F), and, after the water temperature increased to 27°C (80.6°F), developed and infected fish (Dan et al. 2009).

Disinfection

A number of methods for disinfection of Cryptocaryon tomonts and theronts have been examined (Hirazawa et al. 2003). The following regimens were shown to be effective against tomonts in the laboratory: 1 hour exposure to 40°C (104°F) or to 100 mg/L benzalkonium chloride; 24 hours exposure to 60 mg/L chlorine or to drying.
