Im planing on making a tank for phyto plankton breeding. I got this site from boomer: http://www.rotifer.com/small.asp Im thinking of a small 10gal, my questions are:

What does the PH have to be?
Salinity?
Do I need a little filter for it?
Can I use SeaChems PRIME instead of Ultimate
Is there anyplace in washington around the seattle to tacoma area I can get rotifer food?

Rotifer is same as phyto right?
Where could I get starts of rotifer in washington?
 
Phytoplankton is rotifer food. Rotifers are totally different from phyto.

Phytoplankton culture is commonly called 'greenwater'. You feed that to the rotifers, which you then feed to larvae.

You can get starter cultures from Florida Aqua Farms, or locally. I believe Coral Beauty has some, as well as other hobbiests.
