Nitrate question

I have a 44 gal with live rock and live sand. Other then regular water changes, how can I reduce the nitrates in my tank? It seems like no matter how many water changes I do, I can't get the nitrates below 20 ppm. I know that's not real high, but can't I get it down to 0? I've been doing about a 20% water change every other week.

Has your tank progressed through the nitrogen cycle?

Does the tank have any inhabitants?
If so how often and how much are you feeding?
Are you running a protein skimmer?

Just need a lil more info to offer some assistance.

Does the tank have any inhabitants? YES, 1-clown, 1-dwarf angel, 1-shrimp and some crabs & snails

If so how often and how much are you feeding? two times a day. just what they'll eat in about 5 minutes. I try not to overfeed.

Are you running a protein skimmer? YES
