Anybody think a 50/50 reef sun 18w t-8 bulb would work well? All that is in the fuge is some live rock rubble and cheato

To promote the growth of the algae and hence, better dissolved nutrient export it will need much more light intensity. Take a look at the CF bulbs which you can find in a 6400 kelvin and a variety of wattages. How many bulbs and at what wattage depends on the area and depth of coverage the refugium needs.
