Thinking about setting up a 55 gallon or a 75 gallon. For the 55 gallon, is a 15 gal sump/refugium large enough? For the 75 gal is the 15 gal adequate or should I use a 25 gal? Thanks.

15 for the 55 is minimum. I'd go with the largest you can fit under your stand. Make sure you purchase a skimmer that's maybe on the shorter side, that you can get out of your sump once under the stand. Also sumps are a challenge to get out once their in incase of maintenance. I'd opt for the 75 gal tank w/ 25 gal min sump/fuge (even larger if you can fit under the stand). I went with a 55 and already have plans for a 190 in the spring. This hobby is addicting! We'll actually it's an illness according to my wife. Here's a sump calculator from RC http://www.reefcentral.com/calc/sump.php

Welcome to RF! :) As for the fuge, what do you plan to keep in it? A deep sand bed, marco algae etc?? Also, as already stated, the bigger the fuge you can fit the better as more water volume equals more stability so I would also shoot for the biggest fuge you can fit. With that being said though, a 15gal fuge could work for a 55 gal tank depending on your purpose for the fuge (ie if it will be used for nutrient export or grow food for the tank etc) as well as what type of bio-load it will support so let us know your plans:)
