new tank has recently cycled. When should I start water changes?

You can do partial WCs while cycling. If the cycle is complete, I'd start doing regular WCs immediately. WCs don't really effect cycling very much as your cycle is taking place in your live rock and live sand.

i am cycling a tank right now and i have an establised tank already can i use the water from the esablished tank to put in the cycling one

Absolutely....that will help add bacteria and establish a good population of it...

Now that one I'd skip. You already know that the established tank is ok but the new one, might have something you dont want.
