Sorry I missed your question. smarthome.com sells what you need. They are a little more expensive but the service has been good.
Item #7437 Voice dialer
Radio shack 275-217 relay will act as a power loss sensor and give NO or NC contacts.
If your water alarm is a NO or NC you can use the one you have, the Water Bug brand ones are.
Float switches can be had at floatswitches.com

You just need to decide what you want to trigger the dialer. Power, flood or whatever.
