I grow Xenia and sell to a couple LFS's (they say it ships poorly ) Keep useing carbon it is not the problem , get an iodine test kit if iodine is low that could be the problem .You also need stable ph . It looks as if you have it in the bottom part of your tank .
1. How deep is your tank ?
2. What type and wattage of lighting are you using ?

I originally had it at about 16” deep with 260-watts of PC lighting. I now have them about 2” from the water surface in a 10 gal hospital tank with a 32-watt 50/50 PC bulb & they seem to be doing better! It’s a little trickier to keep the PH stable in the 10 gal tank, But I just added a small Kalk drip to help out.
 
That is why I asked about depth of your tank and lighting , I'll bet they will do even better in your main tank if you place them closer to the light . Alot times they move on there own till they get closer to the light yours just did'nt . Good luck hope I helped you .
