    Add either type, but you may want to choose a different grade, eg. coarse or fine, to have a mix that will support more diversity. Just a suggestion, not everyone does this. But if you place it on top eventually the current and creatures in the tank will mix it up, which is a good thing.

    Can hair algae be toxic?

    Sounds like confusion. Keep everthing simple, everthing asociated with a reef environment; your method, fish, rock, inverts, corals and equipment can get out of your control fast. The simpler the more success. Then you can complicate things and drive yourself crazy. Just don't start out that way.

    I would try adding snails to the tank. Maybe even a star fish to clean out under the sand. A refugium isn't always the answer, I've never used one in my reefs.

    Saltwater is a whole new thing. Re-cycle the tank and you'll be fine. But be sure you do weekly water changes once your tank is cycled, you shouldn't let saltwater go months with out a change.
