MH light is screwing up.... please help

I ordered a retrofit 250Watt HQI w/electronic ballast kit from HelloLights and I've had it about 2 weeks. Well today it never actually started up. The bulb is producing a very slight flicker and making a lot of noise. It seems like the ballast isn't producing enough voltage to get the arc started. Should I just try to get a replacement ballast or what?
