Problem with QT tank and Tang

The problem with treating one fish, is that it might have a higher tolerance and not show signs, while the remaining fish may still have Ich. Treating one fish, and not seeing any signs of the Ich, over a period of a few weeks, is no guarantee that there isn't Ich in your system.
 
I can't help you with how sure you are about the diagnosis. But if it was Marine Ich, all fish need to be treated.

But one of my first fish I added to the tank was another false perc that died and he may have had ich. This was the first fish that I added to the tank and he died very suddenly and I only saw a few spots on him and they would kind of come and go and he died the next day.
It comes down to whether or not this fish did in fact have Marine Ich. If it had white spots of the size you've come to recognize as Marine Ich and they came and went as you observed, I would assume it was Marine Ich, the other fishes are infected, and taking up one of the cures would put this behind you.

Do you think my 20 gallon qt tank is large enough to put all my fish in? None of them are adult size the clowns are about 1.5", six line wrasse is about 2", ywg is 1.5", bi-color blenny is about 2.5", and the gold head goby is about 3"

Also would you fresh water dip them or just slowley lower the salinity?

I would get another 20 gallon tank or one 29 gallon tank. Since you have the 20, I would then suggest a second 20 gallon.

Ok I might have a buddy with an extra 50 gallon tank I could use I will just clean it with bleach first.

I cleaned my 20 gallon qt tank using your guidelines for when the fish dies and it worked great. After tonight it will have been 48 hours I even have a little fan blowing on the filter to make sure all the little spaces get dried out.
